Do the same DSR rules apply when making a telephone purchase.I think they do ,but can someone confirm?

    Yes they do.

    Have a read of the first few paragraphs of the OFT's Guide to the Distance Selling Regulations.

    In most cases yes but there can be exceptions, for example DSRs only apply if distance selling is a normal part of the retailer's business. As above, read the OFT guide.
