Ps - just a thought, how about enrolling him on a cake decorating course? Depending on your budget. I know our local college do them for about £40 for a 6 week course.

If you have The Works nearby they are doing cupcake/baking products- they have boxes of icing tubes (the squeezy ones the same as on QVC) for £3.99 for 4, large cookie moulds (similar to Millies Cookies) for the same price. I dont know if these are available on line. My son is 21 and loves to cook- although he doesnt let his mates know-lol!lovin' this site!

Some fab suggestions here already, just wanted to add that if your son wants to pipe swirls on his cupcakes the best piping tip by far for those is (imo) a Wilton 1M, I use them with the disposable icing bags from Lakeland.
For sprinkles and glitter I find Ebay really good.
And this is a fab basic cupcake recipe, haven't tried the buttrercream though

I did this for my grandchildren last year and bought them an electric cupcake maker, a sifter with a handle (Tescos), books, organic flour, sugar and icing sugar. Some Betty Crocker cake mixes (from the pan offer that was on), icing in tubes with different nozzles and hundreds and thousands etc. I know the cupcake cake maker was a huge hit - my grandaughter was making them for other people's parties!0

I'd say it depends how much you want to spend.
Weighing Scales are a great start - there are some cheaper than others
Mixer - some sort of mixer, whether this is handheld or static
apron/oven gloves
cupcake cases
decorations
piping bag/icing set
standard ingredients
some sort of recipe book, theres tons out there but prehaps it may be nice to get him one thats more aimed at men.
TKMaxx and Homesense (the home stuff inside tkmaxx) have lots of lovely baking items at very good prices. Its my fave place!!0
