    I maybe am confused.

Surely the DWP would have been paying your rent to the council.

Did you inform the DWP of your change of address, if not you should have done.

The new form would have come from the DWP, not the council
The new form should have been returned to the DWP who would do the assessment.

All the council would have done would be to update their records
make the most of it, we are only here for the weekend.
and we will never, ever return.

i moved from a private landlord to a private landlord and told hb back in march and i assumed they would let my esa claim know,as i thaught they are all the same people just different sections,,

me and my girlfriend both lived in a block of flats and rooms in one building ,she had her own room ,i had my own flat both separte ,with a comunal front door i moved out in march to my new home and told hb at the time, now my girlfriend wants to move in with me(october 20), and did a few days ago,i told my bennafit on the day it happend like a good boy and they sent out forms last week when my girlfriend was getting some more stuff from her room in old house where i use to live, she saw some mail for me and thaught whats this and it was my forms, sent there, there database had not been updated

whats more is my girlfriend is from thailand on studant visa and has had to drop out of collage and is going back to thailand and isnt even moving in now shes going home after a few days bcos of family problems and collage course fees too high,,do i need to fill out forms for some one staying a week?

You need to report the change of circumstances (address) to both departments - the DWP and the council do not always talk to each other.
In general, always report changes in circumstances for each benefit seperately.
Even if one part of government says it'll tell another part, this does not always work, and in some cases, you can be liable for believing them.

Just fill in the forms sent to you and put your new address on. ESA is paid by DWP, HB is paid by the LA, the computer systems used to pay these benefits are not the same so telling one does not automatically mean the other will know.

Just tell them what is going on with your GF, then you cant be accused of witholding anything, but AFAIK 5 days will make no difference.
