My mum was asked to write to the underwriters?!

Ok, I've recently been trying to help my mum sort out her finances but switching to 0% BT Credit cards. She got a £6000 limit from texaco but still had another £6000 to transfer there so I told her to ring up to see if she could BT more to the texaco card (so she would need to get a higher credit limit). After asking for a higher limit they told her to write to the underwriters to request that?! Has anyone heard of this before? I told her to ring up again today as maybe someone else would give a different answer.
