A Visit From A Housing Benifit Officer

Two months ago i had to make a new claim for housing benifit i completed and returned the forms
Then a few days ago a Housing benifit officer called to visit me but i was not at home and did not meet the officer .I now have to make another appointment to see this housing officer . My question is why does this person want to meet me where i live and not in a council office ?
