IATA flight purchase restrictions lifted?

Around Christmas I remember hearing on the news that IATA restrictions were changing this year meaning that here in Europe we can now buy flights from US suppliers. Does anyone know where I can get more info on this as US to UK flights are so much cheaper than from here to there, and as I go several times a year it could save me £££££s.

Alan, yes ideally I would get into an ongoing roll of flights with a long return date, as you suggest. I may have to kick it off by paying for a return US-UK-US flight first and not use the return leg - no doubt that will be cheaper than buying a one way. thanks for the link to the Beeb that's reallyl helpful. It looks like economy fares won't benefit much, but I'll dig around and see what else I can find just in case.0
