It was shortly after 10am. Consultation document here:

I just had my panels installed a couple of weeks ago. Paperwork, install certificate and invoice etc etc all posted to EDF. What determines if I get 23p or 43p?
Is it when EDF receive and stamp my paperwork? Or is it when Ofgem register it? If it's the first I should be ok. If it's the second it's a nervy wait over the next few weeks.
I have found in para 46 of the DECC guide (I can't provide the link I'm afraid)
The term "eligibility date" has a specific legal meaning for the purposes of FITs. It is important to note that, particularly for domestic FIT installations, the eligibility date is likely to be after the installation date. The definition is set out in Condition 33 of the Standard Conditions of Electricity Supply Licences, application of which is the responsibility of licensed electricity suppliers and Ofgem, who are responsible for administering the FITs scheme.
Looking at Condition 33 (sorry no link)
I'm faced with a stack of definitions on page 100. I think the key part is that below, but I'm struggling to understand what it means? Anyone able to help please?

Yes. If you're worried, call them and ask if/when they received it. I called EON after hearing nothing for 10 days after posting and they confirmed both that they had it and my start date for FITs.3.9kWp solar PV installed 21 Sept 2011, due S and 42° roof.
17,011kWh generated as at 30 September 2016 - system has now paid for itself. :beer:0 -

Its like already stated. Its on the electric company recieving your application. Ive just had a mad dash to the post Office to send my application off. got the post man as he arrived in his van.
But I wont be happy until I have confirmation NPower have recieved it. Ill give post few days then ill be on phone. (oh what joy). I feel really sorry for all the other people that are awaiting there installation. Too many things can happen which slow the process down.0 -
Where I live the local council has been fitting PV onto there houses and claming it as a resident property. Hmmm. Not surprising the goverment has had to do something. Im curious of the 100,000 houses with solar how many are actually privately owned?. Well after the announcement this morning I have never seen so many council people putting up scaffolding. the whole area is like a builders yard. Total farce, the goverment should sort there own back yard out first. I bet they will be fitted and paperwork done by the end of the week where as the private owners who it was originally designed for will have a real race if their in a simular situation. I think ill live of the state in a council house in my next life.0

I was very close to placing an order with a local company. I've decided to abandon the project and shred all the quotes. Can't possibly go ahead on dodgy promises of an install before the cut-off date. Almost certain to be unexpected delays caused by weather, product shortages, staff illness etc.
Now, where shall I choose to invest my sudden windfall?0
