Refund For V5 Application Fee?

Hey. Odd question here.

I purchased a non-runner in January from an auction house. The car came with no log book and I was given a V62 form to fill out and send off for which I did. Some time went by and I noticed I never recived my log book so I went to the post office, picked up another V62 and as I was filling it out I noticed that in section "4" there was now a fee of £25 that had to be paid. Thinking this was the reason I never recived my original log book, I put a cheque in and sent it off.

Well, just the other day I was chatting with one of the guys at the auction house and the conversation lead into the V5 issue I had. He told me that the form they originally give out to people DO NOT require any fee's to be paid. Only the ones you collect at the post office do. (As I could have sworn no fee's where needed when filling out the original V62.)

He showed me the form that they have in hand and it prints "V62 2/03" whilst the ones that the post office have are "V62 - 5/10" which require a fee to be paid.

I know it's only £25 but at the end of the day, this is a money saving forum so all the advice I can get is appriciated!

    Oh?...

    So the forms they have in hand are 8 years old?! That can't be right. Some of the cars that come through are impounded vehicles from the police, so around 30% of the cars that go through don't have log books. They hand these out to anyone who buys a car without a log book so I'm pretty sure someone would have picked up on that by now.

    Did you always have to pay a fee for a new V5 or was it free at one point before the newer forms?

    OP, was it a cat C vehicle you bought?

    If so, it says on the V62 form...
    You do not have to pay a fee in the following circumstances.
    • If you are the new keeper and the previous keeper failed to tell us about the change, you must have the New keeper’s details section (V5C/2) from the V5C and send it to us with this application form.
    • If the vehicle has been categorised as C salvage (repairs would cost more than the vehicle was worth) by the insurance company and they have destroyed the V5C. We will carry out checks to make sure this is the case.

    Nope, not that I know off anyway. The car was a non-runner, but other then a few key scratches, no, no damage.
