Unable to open online .pdfs at viewable size

In relation to another query here, I just tried to open an online Virgin V+ user guide which was in .pdf format. It appeared so huge so that I could only see one small section of a page on my screen at at time (and I have a large screen).

In the past when this happened, the document offered an option to select a percentage to view but this option is not present with the V+ manual. Nor is it confined to this particular .pdf. I have had this problem several times recently when opening online .pdfs. It seems to be since I upgraded to Windows 7 professional.

Is there a default I need to set and what has happened to the percentage view options?

The control box for online PDFs appears at the bottom of the screen if you hover around the bottom. There's a plus and a minus.
