My grandson is living on benefits and struggles each winter to pay
all bills and buy food. He has an electricity meter which eats money.
I think I heard that people on very low income could get some kind of reduction on the cost of electric meters - how do I find out ?
His flat is rented from a private landlord and he gets some housing benefit.
