Parking Notice Charge, is it legal?

Hello, I wonder if anyone can help.

I nipped into my local Boots store yesterday and parked in a parent & child space. Reason being the carpark was pretty empty and lots of other p&c spaces were free so i didnt think i would be preventing anyone access, i was literally 2/3 mins in the store.

The ticket is a parking notice charge and has a payment web address of ukcps
and address of
UKCPS Ltd
1200 Century Way
Thorpe Leeds Business Park
Leeds

Is this a private company? do they hve a right to give me this notice as i thought p&c spaces could be used as long as not preventing others and only going to be few minutes?

It says if i pay within 14days they will reduce it to £60, otherwise it will cost me £100
I've been doing a bit of research and it seems theres lots of different advice and am not sure if i shoudl pay?

I have logged onto their site to check out the details and to check photo evidence but there dosnt seem to be any?

Could someone help please.

  • The advice is simple... ignore them, you owe them nothing... DO NOT PAY THEM.

    You are at the start of the Private Parking Company scam. These company's are simply inviting you to pay a speculative invoice... you are going to decline their kind offer, by not contacting them.

    The scam works by making you think they have some sort of power to issue you with a penalty... they don't. They make you think that you have a right of appeal... you don't, they turn down all 'appeals' and sometimes just ignore you altogether... there is no appeals process.

    What is going to happen now is that you are going to receive lots of official looking letters that we like to call 'threat-o-grams' telling you that you owe them this, if you don't pay you they will pass this to their debt collectors, it could effect your credit rating etc, etc... it is all a load of bull.

    The letters you will receive are in the sticky thread above, so you can see what you will get in the coming weeks. The good news is, is that once they realise you are not falling for the scam they will simply give up!

    So sit back and relax, as the letters (and possibly phone calls) come in, keep coming back here and we will keep telling you to ignore them.

    Simple!

    Finally, the regulars on this forum would always advise you to park with consideration... even in private car parks! I know it was not busy, but leave disabled spots for people who feel they need them and Parent and child spots free unless you have said child(ren) in the car. Also, if you don't, it just gives the PPC's reasons (not that they need one) to give you an invoice!

    As this is UKCPS I would warn against posting any information on here that points to the identity of the driver. This particular company is known to monitor sites such as this obtain such information (don't you Peter?) . Also be vary wary of any private messages (pms) you might receive for the same reason.
    What part of "A whop bop-a-lu a whop bam boo" don't you understand?

    Classic, I cannot believe the sheer audacity of these Company's, liberty takers the lot of them.

    I will ignore it even though it will make me nervous to do this as i would normally just pay up, but i suppose if we dont make a stand against rogues like these then they will continue to get away with it making a fortune from our hard earned cash!

    Will keep posting when i hear anything more, or i may just post for support as and when if i begin to crumble, as i know i will have panic moments!

    Why!! what would happen if they got my identity? If the notice isnt legal then why does it matter if they find out who i'am, not sure i understand this warning??

    If you do decide to accept the invitation to pay a private invoice I would budget for £250 as they usually come back for more money in late payment charges, even if you dont pay late.
    Its a scam you see, like all scammers, they come back for more money until you give up paying them.
    If you decide you dont want to accept the invitation to pay the private invoice, arm yourself with the information about the fake letters and fake debt collectors and even possible phone calls from fake debt collectors and fake threats of fake court action and fake threats of fake bailiffs and fake threats to wheel clamp your car.
    All to go with the FAKE parking ticket they gave you.
    IGNORE is good advice, but so many have so much trouble understanding what Ignore means.
    You can ask any child to demonstrate how to ignore.

    they will ramp up the pressure by printing 5 or 6 lettes in one go and just post date them, then offer to lift the pressure by accepting a good will offer of the first amount, hoping you mop your brow and pay up.
    Now Christmas is just around the corner, so decide who needs the £250 most, you or a scammer.

    Just to add, dont get worried by the official sounding 1200 Century Way addresses, if you google it you will see it is just one of those scam mail drop boxes with over 400 "businesses" registered to it, the reason for that is you can not register a "business" to a council house, especially one on Halton moor avenue .

    In the very unlikely event that it ever goes to court then the only person they can go after is the driver, who may not be the registered keeper. The only name connected to a particular vehicle they can openly find out is that of the RK (they do that from the DVLA). By withholding the identity of the driver makes it even more difficult for them to take the case to court.
