paypal claims possible INR-SNAD

I know we had a brief discussion the other day about whether it was now possible for a buyer to change a paypal full chargeback from an INR to a SNAD- and I have just opened a claim and can confirm it is possible:
Cut an dpaste (with links removed) from my paypal dispute:
Status
What happens next
If you've resolved this problem, you can cancel the claim anytime.
If you received the item but it's different to what you expected, you can change your reason for this claim.

It never used to be possible and it became a loop hole exploited by some shady sellers offloading poor goods.

I think my first INR claim was around 4 year ago. I received the item after I escalated the dispute to a claim and I was able to change the reason for the claim to INR to SNAD so I'm assuming it's always been possible - I know it's not something that has just recently changed.A home without a dog is like a flower without petals.0

Does anyone knows how it works when one changes the claim from INR to SNAD? I have had issues with a courier who has not delivered an item yet the tracking shows that it has been "delivered" and the seller has basically said they have nothing further to do with this.
If I opened an INR can I change it now to SNAD saying the box was empty?
How would Paypal proceed from there as from what they see the item was delivered and therefore I will lose the INR and changing to SNAD as per above might save me the hassle of trying to get the money back via my credit card chargeback? 0
