Swalec bill paying back

I had a token meter put in today as I'm on benefits I was told by swalec that they will be taking £3.00 a week of me for back payment, but while the man was putting meter in he said that the charge was £4.67 as the pound on was the standing charge. Can they do this ? and y not just say £4.67 in the first place ?

    Because the £3 week is what you owe them to recoup the debt. The £1.67 standing charge is an ongoing charge, added onto the cost of electricity you use. Even if you didn't owe them money it would be on your meter anyway.
