How long after placing an order with a company, should I be able to get a refund for the item not turning up?

If this was an online or telephone order then you can cancel at any time from placing the order up to 7 days after delivery, under the Distance Selling Regulations*. Supplier must then issue the refund within 30 days, including postage costs.
The buyer may be liable for return postage costs, but this doesn't apply in your case as you have nothing to return.
(Although it would probably apply if the item DID turn up at some point).
* There are some exceptions for customised products.0
