Tax Credit help

Hi, I am looking for some help on my sisters behalf.
She recently started work so changed all of her tax credit details, she was told she would get her first new payment last Tuesday however the money never went into her bank. After contacting them she was told there was a payment hold on her account and that she will not be getting the payment that it would be spread out over the year. The same thing has happened today and she has £28 for her and her son until next Tuesday, that's if they don't mess it up again. She was told because the forms have been sent off and she will be getting a payment within the next 30 days she cannot apply for hardship funds either.
Is there anything else she can do? Do they legally have to pay the money, surely it's not legal for them to spread the payments over the year. Also she is left with no money and has a young child to care for.

I'm, surprised to hear they told her the next 30 days, doesn't usually take very long, usually a week or so maximum, and they should give her an exact date over the phone."If you don't feel the bumps in the road, you're not really going anywhere "

No sorry she was told she will be getting money this tuesday but she has no money until then. As she will be getting money this Tuesday (All being well) this is less than 30 days so she can't have a hardship fund.0
