It's not a CO2 meter, it's a CO meter. He's claiming that your boiler is leaking carbon monoxide.

Thank you for clarifying! I said right at the beginning I'm not technically gifted, guess I'm not scientifically gifted either

So anyway, if the boiler is leaking carbon monoxide why didn't my meter that THEY SOLD ME pick this up?

You plain and simply need to get bg back out to thoroughly explain the situation.
What does the safety report explain the reason for the disconnection as?
I don't see why he would have done a 2 hour job before capping the boiler off if it was a cynical rip off. possibly he found a situation on the boiler he was unsure of and got further clarification of what to do while he worked on other parts.
For me personally a service is not complete until the paperwork was handed over and I walked away.
