I'm currently looking into how to "hard bake" Prey + settingds into my android ROM, then only thing that will remove it is with re-flashing the rom (This way a full wipe will just reload the app)
Assuming you're rooted then Titanium Backup should do the job - you need to buy the "pro" key to be able to bake apps into the Rom (for system apps, you can integrate updates and you can also convert user apps to system) all very handy and an excellent backup tool, also great for freezing or removing altogether the usual ton of baked-in bloatware...
edit: just checked the price and it's less than £5... Well worth IMHO for what is I think one of the best tools around. It was the first app I bought for my phoneNow free from the incompetence of vodafail0 -

i've already got a pro titanium backup been using it for a while.
Just thinking of baking my own ROM from scratch, if i ever work out how to do it! lolLaters
