Validty of PCN

I have has a PCN issued by Sutton Council which is single sided printed. However, because the printer did not print everything out, this has been over-written by hand by the civil enforcement officer.
Can anyone advise whether this is indeed a valid PCN as issued , or whether - because it had been altered/amended/over-written by hand - it has grounds to be contested. Incidentally, the hand writing is ill-spelled.

I would say yes, very much so, however the council have a rubber stamp for appeals "FAILED"

As long as it is not an Excess Charge - then yes, sounds like a pile of pants that can be successfully appealed.

Like me, vax2002 means it's a PCN that can be appealed (as long as it is a PCN and not headed up 'Excess Charge').
If it's a Penalty Charge Notice then pepipoo will help you win this (almost certainly). About 95% of people who go on pepipoo get off their Council tickets - either before or at adjudication.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you all for your help. I challenged Sutton Council, who have withdrawn the ticket as there was a procedural error associated with its issue.:j:T0
