budget cellar conversion

Hi all, i am looking to creat a bedroom in the cellar of a victorian house we are buying , it is a good kids size room with brick walls, brick floor, and a window which need replacing to the front garden via a hatch,
there is good head height already, so do you think could do it myself, i have access to plenty of labour and guys with a general knowledge of building, (mates rates)
the survey said walls are subject to high levels of damp accentuated by poor ventilation , recommened ventilating to front and side.
what the best way , i have read about tanking and pump systems which would be cheaper and more diy compatible , any advice please , thanks all

And pay very close attention to means of escape in case of fire, as this is a high risk place for a bedroom0

render the walls with special, rendering sand, and cement of course:beer:
