Can you drive off if a parking ticket is not placed on your car

I heard last night that the police are around my area booking people that are parking on yellow lines (guess they need money for their christmas party) so today i was in my garden and a police car pulled up by this car that was parked on yellow lines and the copper wrote something down and then drove off, then about 2 minutes later the same police car came back and a copper got out and put a parking ticket on the windscreen. So my question is if the person drove the car away before the copper put the ticket on the window would they got away with the fine. How much would a fine be for parking on yellow lines as i have parked in the same place a few times.

Perhaps noted the reg number and time then came back when a violation had taken place so ticketed the car.0

You shouldnt park there, they are there for a reason, and the police are there to do their job which is enforcing the law.
So instead of moaning about them "making money out of you" hows about you obide by the law and dont park there?
Obviously i dont know which road your on about, but say someone parked on both sides of the road, does this leave enough room for the emergency services to get there? does it obstruct peoples views?
Obviously they are there for a reason!0 -

I would like to know why they are their as they are not blocking anything and people don't park on the other side of the road.
Can be numerous reasons, someone saw fit to do it- and yellow line orders aren't cheap or easy to install.
Is the road wide enough that traffic can still pass in both directions after a car is parked?
Best thing to do is phone the council, ask to speak to someone in the roads department regarding the yellow lines and ask them.0 -

Fixed that for you.
There could be any number of reasons the lines are there, emergency access, anything. Trying to dodge a £2 parking fee and risking a £60 fine is just not MSE I don't think.

i wish the police would come down here on on the main road here theres single lines in operation 7-6 weekdays but noone ever gets tickets so they all park down there even though busses have to get pastWhat goes around-comes around0
