Multiple monitor problems

Ive just bought a 19" LCD to act as a second monitor for my laptop. However, im having two problems:

1. I'd like the new monitor to be the primary monitor. However, when this option is set, the screen size on the laptop goes TINY - just a small region of the laptop screen in the centre is used. This is the same for different resolutions of the laptop screen.

So, Im currently using the laptop screen as the primary monitor. But...

2. When the laptop loads up, for some reason all the boot-up screens are shown on the new lcd monitor..the laptop screen is blank until fully booted up.

I have the latest video card drivers (for my mobility radeon x700), so cant be that.

There is one thing I noticed..when I connected the screen the first time, I could change the LCD refresh rate. Now, it cant be changed from 60Hz. Both screens are known as "Default monitor"..could that be causing a problem?
