Pension credit couple Universal credit

I reach Pension Credit age on Nov 2013 and it looks as if i will not get it as Universal Credit is due to start Oct 2013 due to new rules in the
Welfare reform Bill
Paragraph 64 In section 4 of the State Pension Credit Act 2002 (exclusions), after subsection
(1) there is inserted—
“(1A) A claimant is not entitled to state pension credit if he is a member of
a couple the other member of which has not attained the qualifying age.”
My wife is 9 months younger than me but owing to the rise in womens pension age her retirement age is in July 2015
I know that the idea is to make the younger member of the couple seek work and to be open to sanctions etc and also there will be no work related conditions for the member over pension credit age and it will not affect existing couples up to the start of Universal credit
Does anyone know if there will be an element added to universal credit for the older member as I cannot see any mention of it at all in the bill or notes
Or is it as I suspect they will receive the jsa rate till both members attain the qualifying age

I dont see the point in worrying about this yet as the start of Universal Credit will inevetably be prone to slippage given what it is trying to do. If it comes in on time I will be pretty shocked.0
