Well, a very helpful girl at the council came back to me and they agree that there is no reason for the restriction now as there are no longer shops there, and that the arrangements on the street will likely be reviewed shortly. She then extended my half-price paying period by a couple of weeks.

I'm in two minds now whether to lodge a more formal appeal as they have now admitted there is no sense in the restriction, even though it exists in law.

    Thoughts?

    So nothing has changed.

They agree it is senseless, but that doesn't invalidate it.

They agree it is to be reviewed in the near future, that doesn't invalidate it.

It exists "in law" , as such it is not invalid.

So if you appeal on these grounds you will lose.

You need to either accept it and pay the discounted amount while you still can or find some other grounds to appeal on.

Ask for a copy of the Traffic Regulation Order (they're publicly available documents). If that isn't in order, the line doesn't exist.

I agree with AlexisV - You need to check if their is a TRO and what it says! Some councils put them all on-line and some will e-mail you a copy when you ask.
