You've been given advice on the two routes that will allow you to get your Final Value Fees back:

The unpaid item process may be seen as less risky because the mutual cancellation process you only get one shot and if the buyer declines, you are stuck with your fees and beholden to their feedback. However, if a buyer has requested the cancellation, they are very likely to accept the cancellation request, and if they don't it is possible to contact eBay CS who can use their discretion on reading the buyer's email to you to make a fee adjustment for you. Provided a buyer is communicating well with me, and there was no pattern or them being a serial negger in their feedback left history, I'd offer a cancellation request, but you would be within your rights to follow the unpaid item process if you preferred.
The cancellation process is there for when the seller makes a mistake and needs to cancel, and is being commonly used by business sellers now when a buyer requests a cancellation of their purchase.0 -
I had this recently. It transpired the new bidder had won several other items,and couldnt pay me-well thats how I read it.I gave them more time,then raised a npb at whih point they paid.Could you offer more time to pay? I gave them more leeway as they were new.0
