Not just an iPhone I have an android handset and just switch on the personal wifi hotspot feature, type the password into the ipad2 and it connects

No you cannot connect your dongle to the iPad.
What you can do is make your PC a wireless hotspot, so that your iPad can connect to the PC and the PC to the internet.
Have a read here about how to install/use connectify (which is free): http://www.howtogeek.com/howto/9739/turn-your-windows-7-laptop-into-a-wifi-hotspot-with-connectify/

assuming your dongle is on a rolling contract or PAYG it could be a good option to replace it with a MiFi (basically a dongle but you connect to it using wifi and not plugging it into a usb port) this would allow both your laptop (if it has wifi) and the iPad to both connect and use the internet, also you wouldn't have to have the computer on in order to have internet on the iPad

The problem here is that the iPad2 doesn't have a usb connection (well done Apple), as it's not intended to be a replacement for a laptop.
As a result, any solution is going to be a bit of a work around.
