    If it was genuinely unsafe it should have been condemned and disconnected. As prev, if it merely doesn't conform to current standards, that's not surprising since standards like these change every few years.

    What stage are you at in the purchase?
    Have you made a written offer, and had that accepted?
    Are you still negotiating having made your offer?
    Have you concluded missives on the purchase?

    What does your solicitor advise? You're paying him to act on your behalf, and if you've picked an experienced one, I'm sure they've encountered this kind of thing before..... and if you want clarification on 'the law' then you'd best ask your solicitor, too....
