DECT phone to block outgoing calls

I need to block outgoing calls on my landline preferably allowing a few specific numbers to be rung in emergencies. It appears the recommended solutions of the v4 orchid dialer or Commtel phone guard are no longer available commercially.
I have read somewhere that certain DECT phones allow for outgoing calls to be barred and that it is possible to have a white list of callable numbers.
One suggestion i saw was the Binatone L1i but the user manual contains no information on this feature. Does anyone have any experience with this or suggestions?

Quite a few of the DECT handsets available offer this retriction, that requires a PIN code to be entered to call any number not on the exception list, however the bigger provblem is the line itself is not affected, so anyone with their own phone can bypass the lock by unplugging the DECT base and replacing it with their own. If this isn't an issue, it works well.
However, a polite request NOT to use the phone, and that you have full online itemised biulling that identifies unauthrised calls is usually enough to warn off any abuse.0
