Statutory paternity pay

My husband handed in the forms for his SPP a few months back, but thinks he may have handed them in late. He had already verbally informed his employer about intending to take paternity leave as soon as we found out I was pregnant, but thinks he handed the forms in about 8 weeks ago.
He has heard nothing since, but just wants to know whether or not he will still be entitled.
Not sure if it's relevant, but when we had our last child, he handed in the forms the day after our son was born, and still received his SPP.
Would his employer have any right to not award him SPP based on his form being handed in 'late'? Or was it late? He had informed them in plenty of time, just not with the forms.

    To qualify for ordinary paternity leave your husband has to give the correct amount of notice to his employer. He should inform them in writing at least 15 weeks before the week the baby is due. He can take either 1 or 2 weeks in 1 block within the first 8 weeks of the babys birth, he cant take odd days and if he has 2 weeks they must be taken together.

    He informed them verbally when I was 12 weeks pregnant, but handed the forms in when I was 27-29 weeks (he thinks)
    He can't 100% remember the date, but I know he really made an effort to get it sorted this time, as last time his employer didn't give him the form until after the birth (not that they weren't asked much sooner)
    I'm just wondering if they should have given him an OSPP1 by now if they weren't going to pay him. Plus, judging by past performance, handing it in 10 weeks ago shouldn't be an issue?
    They haven't said they aren't paying him or anything, he's just being paranoid as his employer can be a PITA.

    as long as he qualifies for the pay then they must pay it, they cant just hand him an OSPP1 and say no.
