Parking ticket Bolton council, do I stand a chance?

I got home from work to find a £70 PCN on my doormat for parking in a disabled space over a month ago. It states that due to me ignoring the first one which was stuck on my windscreen at the time the fine is now £70. I am not disputing that a notice may have been stuck on my windscreen at the time, but there genuinely was not one there when I returned to the vehicle. My point now is that the notice has been served more than 28 days from the alleged offence as I genuinely did not receive the first notice.

Most people on pepipoo get off most Council PCNs, let the experts there have a look at the 'letter'/NtO.

As you have no PCN I guess you cannot post that on the thread but you should also show them where you are alleged to have parked. If you cannot take pics of the lines & signs at that place, give the posters a link to the specific parking place on GoogleStreetView.
