Working Tax Credits

Hello all!
Hope you are all well!
I'm not really sure what to do to be honest, so i was hoping for some advise.
My partner 2 years ago qualified for working tax credits and received about £50 a month for a year.
A few days ago he received a letter saying they had over paid him, and they were demanding just over £550 by next month!!!
I don't understand why they said he was qualified, now suddenly he has to pay it all back!
Does anyone have any idea what i can do? Or what could have possibly gone wrong?
I've been trying to call the tax office to find out and i just spend for ever and a day on hold! When i do finally get through to someone, I've been put through to the wrong department and i'm placed on hold again!!
