Paypal dispute taking a while?

My partner is doing his first paypal case for an item not received. He had emailed the seller previously and she sent him a tracking number which says the item is being returned to sender due to it not being able to be delivered and she has told him that she never put a return address on it and she was going to phone Belfast to see if they could find it otherwise he would have to wait until she had a refund from Royal Mail.

He opened and escalated the paypal case right away on 15th Oct, 2 days later she uploaded the tracking details. Now the case has been updated to say he will get a result on 4th Nov, why so long? The few disputes I have made from my own account have just taken the 10 days :undecided Will he lose the case due to the tracking details? Will phoning help? Questions questions :)
