I know its a problem over here.
I have had to steer away from booking packages as most will charge a hefty supplement, and so I usually book flights/hotels independantly...finding a hotel that charges "per room" and not "per person".
there was an article in the telegraph that gives some tips...

Kuoni do many holidays with no single supplements. I go away on my own every year, and always use them.Gone ... or have I?0

She could try https://www.friendshiptravel.com. They don't charge extra supplements and are specifically aimed at singles. I've only been skiing with them (they book in Mark Warner chalets and were fab) so can't speak about their summer stuff.0

Hi,
I'm also single and very angry with the single room supplements many tour operators charge, some even off-peak when the hotels are half empty.
I found a little trick that may help in some cases. There are tour operators who don't charge (or charge a small amount, much less than the adult single room supplement) for small children sharing the room with a parent. So, she may try to make a reservation for herself plus a child. Just give name and birthdate of a child of friends or family. If, at destination somebody asks about the child, she can say that the child got ill and had to stay home with the grandparents. Of course this may be convenient only if you can book the hotel separately from air travel.0 -
These operators all offer packages with no single supplement...
