    It is not pointless, it is not about winning, it is the council who have failed to follow the appeals procedure which is what they are doing now, chucking the appeal in the bin and setting bailiffs loose on those who dare to appeal.
    If the adjuicator finds they have failed to accept the right to appeal, he can order the council to rehear the appeal or overturn the penality on maladministration, the clock gets rolled back.
    Get that appeal in the post to the adjudicator.

    Lots of people think that. But there are several exceptions.

    Loading, unloading (not just commercial vehicles), boarding & alighting, having a Blue Badge, stopping cos the car is broken down etc etc. Also you are not taking into account technical appeals (which do win) based on a flawed PCN, a flawed NtO, procedural impropriety, a flawed traffic order. Also possibly, confusing signs if those signs were at the DYL (unlikely).

    It doesn't matter if you are on a DYL if the PCN or Traffic Order is pants and the adjudicator agrees!

    And in this case the point is to get the case re-set to a normal penalty amount (without bailiffs fees). Then she can pay or appeal to an adjudicator, and would only have to pay the penalty itself if she lost.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
