Parking Charge Notice - ANPR

I had a job interview on 27.09.2011 a few weeks a go in the city centre. I was early so I parked on a pay & display area but I did not pay (as I was going to stay in the car and if a parking attendant came I would just move) I was there for 43mins before I drove off and parked close to the interview place.

On 07.10.2011 to my surprise I received a parking charge notice from Vehicle Control Service for allegedly breaching the car park terms and conditions with photos of my car arriving and leaving the parked spot.

If I pay within 14 days its £60 otherwise £90 do I ignore or pay? Can someone please advice as this is my first such notice not sure what I should do.
