    Because you're the one who wants to claim!

    There are alternatives, as have been mentioned, but it sounds like you're just being obstreperous for the sake of it.

    BTW when I claimed JSA for a few weeks in the summer, I filled out the form online, then received a letter in the post for an interview at the JCP, no telephone calls at all.

    If the telephone call is a barrier to claiming, the JCP offer alternatives. These have already been noted.

    All BDCs have textphones.
