Transferring property into anothers name

My mother is looking to sell her house. She is currently living with her boyfriend and wants to ensure that he does not have any rights over her house (she has been with him 2 years) and wants to put it into my brother's name. Im a bit concerned that you can gift so much a year and that there would be tax implications. Are there any legal boffins out that there with some advice. I have another brother who is trying to get his hands on her money. If she was to set up a trust how would that work? Anyone got any good ways round this.
