Is it possible that two users log into the same PC and for one everything will be in Spanish and for the other everything will be in English. This would need to wrokd for Windows itself, MS Office inc. Outlook and Firefox as a minimum.

yes but you'll need to run a dual boot system.
you will need either 2 hard disks or 2 partitions on one hard disk.
install english xp on the "c" drive then the spannish on the "d" drive you'll end up with a message before booting windows asking which one to run.
i recently done this install for my auntie who wanted both0 -
Thanks. Does that mean in effect you need to buy two licences for software and that yuo can only access some documents when boting one way and others when booting another way or is it literally only effected when you boot andn after then it is the same experience and software apart from language.0

i could freely access files from both hard drives as i had a dual booting system with 98 and xp a couple of years ago0

Instead of dual boot, you could install the MUI versions of OS and applications

Can't you just enable the language bar and use it?
I know some people in Italy who use this pretty successfully when writing documents etc. in English.
Cheers

Can't you just enable another language through the "regional and language" settings in control panel, then toggle between them using alt+tab? I have to do this often at work, on Dell pc's, and it seems to work fine.0
