Plumber or a gas man?

Hi Everyone, please could someone make an educated guess as to what this tap is in my house? (Apologies for being a total DIY amateur)
I'm assuming that there used to be a fireplaces there due to the interesting plasterwork on the wall (and the skirting had been filled in too). I don't know if this was to a gas fire or a radiator; e.g. do I need a plumber or a gas man to get it removed?

Try lifting a few floorboards and tracing the pipe it might not be connected to anything.0
