post office phone (no BB) + line seems ceased + quidco

Hi there
I am having to move into a new property within 3 weeks. The property does have a BT socket but the current tenant hasnt had a landline for the last 2 years. When I check the property on the BT website

It appears that a connection charge applies. I dont have access to the the property to plug in a phone and dial 17070 to test the line although, after two years (and the result from the test above) would it not be reasonable to assume that the line is "ceased" by BT?
I was actually trying to order a new line with the post-office through quidco. They have an offer whereby new lines are connected for £60 and quidco would give you £40 cashback on top of that. The problem I am having is that when I try to order online the post office keeps asking me for the line number which I dont have because I think the line is ceased. It then gives me the option to ring the post office, but, by doing that, I wouldn't be getting the chance of having the £40 cashback from quidco. Has anybody been in a similar situation? Can anybody think about any workarounds so that I would still be able to get the £40 cashback? Or should I just simply give up and order it on the phone?

This was a fair while back, but when I looked at getting a PO phone line there was a link on the sign up page which said "If you do not have a working line click here" which led to a page which invited you to contact them. When you did they informed you the connection fee would be about 119 I think (presumably, 60 at the moment) and to just put the order through anyway as normal.
However even if that "works" I suspect a confirmatory phone call to them is in order to make sure it works as the theory above supposes it will and ends up at the right price.0 -
