0% on CC Cash Advance?

in Credit cards
Hi All,
May be a strange Q but I've just clocked onto the idea of getting a 12 month+ 0% on purcahses credit card to pay for all my annual insurance and spreading the repayments to avoid the interest rates charged by the insurance companies.
The problem I have is I need to take out insurance today but have only just made an application for the card (I'm 99.9% sure I'll be accepted).
Is there a way I can purchase the insurance outright from my emergency savings and then pay that money back into my savings via the CC? Am I right in thinking cash advances don't qualify for the 0% interest? If so, could I make a 'purchase' from myself via Paypal or something to ensure I only pay a small Paypal fee in comparison?
Thought much appreciated!
P.s. To pre-empt any cautious folk out there, if I don't manage to get the CC, I'll simply reimburse the savings monthly, but would prefer the CC route
