Got parking ticket at UWE

I was hoping someone could help. On Friday I forgot to display my ticket/permit in the window of my car while parked at the University of the West of England and got a ticket. Now I know the usualy course of action with these sort of tickets is to ignore but one the back of the ticket it says that I have 7 days to pay it and if I don't then my rights for parking at the university will be withdrawn and if they find it on campus they will clamp or tow it. It also says I have to pay it whether I am appealing or not and if I win the appeal I will get a refund but this doesn't seem right.

Can anyone give me some advice in not paying this ticket. I admit (not to them) that I contravened the parking policy but I begrudge I paying it as I had bought a ticket for parking I just forgot to display it. The ticket/permit is one of those scratch off ones so it doesn't have the date or anything printed on it so I can't really use it to proove I paid for one.

    Ignore. Clamping or towing without a court order for an alleged debt would be illegal. They can only clamp or tow for the actual infringement.

    As your uni has a law dept go and find one of the tutors and ask them what they think ;)

    As if any company is going to allow a fake appeal if you have already paid.

    It would be like them burning a £20 note......

  • Thanks for the replies. I think the university manage the car par themselves as I can't see a company name on the ticket. However it does say they will pass it to an enforcement agent to tow or clamp which seems to be illegal to do under these circumstances. Do you know which piece of legislation this comes under so I can use it if I have to and call the police if necessary.

    Also, check and take photos of any signs in the car parks.

    Universities that manage car parks themselves have a habit of using the word "penalty" on their signs, which may help if it goes any further.

    The problem is whether legal or not if they clamp your car they have the upper hand, unless you chop it off. They would have to ban your car officially and not rely on what is written on a ticket, but there is an on going incident where NCP have seized a banned car. That OP has been without their car for 3 weeks so far.

    Can you ask around to see if anybody has actually been clamped. Its an unusual tactic, but if they do use it, it could cost you!
  • I think I may risk being clamped as i'll be getting a new car in a few weeks and so that won't be on their database and they won't be able to clamp or tow anything. I only attend uni on Fridays and next Friday will still be within the 7 days just, the following Friday may be a problem but the Friday after that I'm not in Uni and by the following Friday I will hopefully have my new car so it's really only one day they'll be able find and clamp or tow the car.

    Yeah I studied at UWE previously and the car parking was always an ongoing thing. From my experience you don't have to pay anything, it's all self-regulated, and as was said above they can only clamp your car for the original offence, not a subsequent one. Just don't do it again and give them the reason.

    And when you say you paid for the parking just didn't display the ticket, you didn't actually pay for the parking for that day you just had a scratch off ticket so obviously can't prove you paid as they can just claim you scratched it off after the event.

    Ye I know. It's just really annoying that I paid for the ticket but forgot to display it.
