I also think an iPad might be worth considering, depending on budget. They are very easy to use, you don't need any knowledge of computers at all. Other than physically breaking one, I don't see how she'd be able to mess it up.
You could actually hide the Settings app in a folder named 'don't touch!' or similar, then she couldn't fiddle with all the options, eg she couldn't change the language to Hungarian or turn off the wifi etc.
Everyone, from ages 4 to 80, has been able to operate my iPad with no trouble at all.
Apps from the app store - some are free, some cost money, I know this worries some people eg that they might be charge for things. If your mum might be worried that she would be charged for things when she thought they were free, you can set up her Apple ID with no payment details, that way there is no way to spend money without going into the options and adding card numbers etc. You don't need a bank card, you can use iTunes vouchers.0
