PCN while parked in parking bay

Hi, i parked in a bay i regularly use - after 6 pm it is free. That day the pay machine was covered in a black bin bag and taped up. On the post that displays the times allowed There was a No Loading sign and 2 laminated cards that stated changes were going to be implemented to change the times to 8 am - 8 pm. I wasn't the only person there, 3 of us were reading the cards and trying to fathom what they meant. One guy stated: 'well it;s after 6 pm -they don't work now'. So we all walked off, i came back 2 hours later to find all the parked cars ticketed. The PCN number NG&339181A. contravention code: 02. Observed: 18.40 -18.41. Am guessing the no loading sign is the key thing - but who understands them? Also it is a cul de sac. Official car park bays and after 6pm. Seems so unfair.

    Most Council PCNs can be appealed successfully in the long run.

    Post on pepipoo forums, where I would say about 95% of posters win their cases, there are always some grounds for appeal, your case included:

    Read a few threads first to get the hang of that forum, then read the FAQs such as 'how to post pictures' which is important as you will need to how them pics of the front and back of the PCN. Also pics of the bay and the suspended bay sign if you took a picture. If it's still there now go and get a few pics if it's local.

    Oh, and please remove the PCN number form the above post (edit it) and make sure when you post the pics on your pepipoo thread that you cover up the PCN number and your car reg. You should do so just to anonymise your thread a little.

    Just to give you a hint at appeal grounds to start with, suspended bay signs such as the hood you described are - nine times out of ten - non-prescribed signage and the Council would very probably not win at adjudication with signage which amounts to an illegal parking sign.

    I would personally appeal ANY Council PCN all the way to adjudication because Councils get soooo much wrong and most people win. So don't rush to pay it, instead rush to post about it on pepipoo and get off it!
