Phone ID Query

Has anyone noticed a nonsensical phone phenomenon that has entered into our midst recently. It's been happening over the past few months to me and goes something like this:
Phone rings and I pick up receiver -
Voice: Hello. Am I speaking to Mr XXXXXX?
Me: May I know who is speaking please?
Voice: It's the 'bank' calling.
Me: Which bank as I bank with several banks.
Voice: I can't divulge that until I can confirm that I am speaking to Mr XXXXXX because of data protection. Am I speaking to Mr XXXXXX?
Me: Surely, the onus is on the caller to identify themselves clearly first and then the receiver of the call has the option of saying who they are or taking the call. Normal phone etiquette I believe.
Voice: I can't identify myself or the bank until I can confirm I am talking to Mr XXXXXX because of date protection. Are you Mr XXXXXX?
Me: I regret that I cannot reveal my identity until you as the caller identifies yourself first, data protection don't you know.
Caller then hangs up.
Has anyone experienced similar recently?

Oh heck yes - as recently as 2004! This is no different from a firm that you know calling you, asking for your date of birth. You respond by saying YOU are calling ME, so you know my date of birth. To which they respond we do know it, but we cannot discuss any matters with you until/unless you confirm it. I responded with well, I don;t give out these details to strangers who phone me up out of the blue, so I suggest you write to me at my usual address and we can discuss it further then.
