Where have the bars gone?

The bars at the top and bottom of my screen have disappeared (desk top computer). I only noticed it when I moved my mouse towards the top of the screen to use the 'back on page' button. So at the moment, MSE covers the full screen, with no address bar at the top and no 'Start' bar at the bottom. I can't turn off my computer when I finish using it in a few minutes, and I can't go to a different website or check my emails.

Even in full screen mode, the button to close the browser should still pop up when you move your mouse to the top right.0
