Is there any quick guide how to claim from RM??

I know this is very stupid question to ask for but being new to Ebay selling, need your help please.:o:o:o:o
Just got a message from buyer that he has not received an item which I posted on 7th Oct by ordinary 2nd class and proof of postage obtained. It was a Hair colourant, so not much pricey item.
Now I need to know,
1) How long should I wait??
2) How to claim refund from RM ( I mean how to provide them evidence of price of item??)
3) Do I need to refund the buyer straight away?? or after mutually cancelling the transaction??
This is my first case of buyer not received an item, so don't know exact procedure.

It has only been 7 days so I would start by asking buyer to wait until say monday, and then contact you again if item hasn't arrived and refund him then (or stretch it into Tuesday if you can)
After 15 working days you can start your own claim from RM, you'll need to either get a form from a post office or download one. send it with your proof of refund (paypal page) and your ebay item sold page and your proof of potage. Keep copies of everything.

I would ask them to wait until next Friday with the promise of a resolve if it still hasn't arrived by then. The Mutual Cancellation form tells buyers not to agree until they are refunded, personally I don't bother with mutuals for INR but anything else I do the mutual first and if the buyer asks for a refund first I'll happily agree.
To claim Royal Mail will probably ask for an invoice of the original cost of the goods.In the game of chess you can never let your adversary see your pieces0 -
RM will not allow a claim until 15 days have passed (just in case the item turns up). Once you submit a claims form they usually pay-out in a couple of weeks.
Reminds me, I've got to raise a complaint after my local PO miss-weighed an item (their scales must be wrong). The buyer of my item had to pay an extra £1.12 to receive it.Never Knowingly Understood.

My thoughts as well, the difference between a 1st class letter and 2nd class large letter. Whilst you can obtain the P58 at the PO, the claim is with Royal Mail and should be sent to:

I am unsure if a PO will accept the completed form themselves. Perhaps someone with PO experience could clarify?0 -
