The plan is to put the new boiler in the garage - ie same place as the old one -

Maybe. Are you convinced about that? No potential installer will voluntarily quote for something "slightly" more expensive over an in-situ replacement, however a good "test" would be to specifically ask an independent. I would say a boiler in an unheated space is potentially "problematic", and not just because of condensate drain freezing.0
