Can you ensure voluntary redundancy

My wife works in a large store.

They want 11 full time redundancies......on a voluntary basis.

They have 3 applications. Will get no more.

Does that mean if my wife applies prior to deadline she must get it ?:j

Or can they refuse her application and make others compulsorily redundant
(there are quite a few they want rid of)

Yes they can providing they follow the correct procedures for redundancy selection.

Even if they don't then the only the people made redundant unfairly would have a claim, not those who haven't been selected.

Applications for voluntary redundancy are voluntary on both sides. The employer can decline any application. More than that, there is no claim for unfair selection for redundancy if an employer refuses an application and makes someone else redundant. And an employer can refuse an application for voluntary redundancy still make the person compulsarily redundant. Voluntary redundancy is unregulated by law - the terms and conditions are wholly between the employer and their employees, and dictated by the employer (sometimes with input from the unions, where they exist - but the decision is the employers and theirs alone).
