Home Insurance renwewal - high risk flood area help

My renewal is due Saturday.
I am in a high risk area for flooding, my current insurer Home Insurer say Axa won't do it, but they are going to ring another one tomorrow morning to check.
I tried Aviva who have said the underwriter said to get an Environmental Heath report for £35 but no guarantee they will insure me.
I have feeling they are going to be the same if I phone another.
Any ideas?
EDIT Now I'm very confused, I went on homeprotect.co.uk and the quote is about £310 and the underwriter is Axa!

Axa underwrite so many different policies and therefore may not have a consistent approach across all of these. It is possible that Homeprotect can offer cover with Axa as the underwriter, as they have negotiated cover at a certain rate, with slightly different policy terms.
If you haven't spoke to a local broker, it might be worth giving them a call. They should know which ones will quote for properties where you live.The comments I post are personal opinion.
