Drove off before I was fined

Hello everyone!
Apologies if this has already been covered however I couldn't find any info regarding it on the forum
Anyway today I parked my car on double yellows for all of 5 minuets, when I returned there was a lovely chap from Bradford council attempting to issue me a ticket, I politely told him I was now moving ( he ignored me and continued typing in his hand held computer ). So basically I got in the car and left before the bar steward could stick the ticket to my windscreen.
My question is, is the ticket valid if the parking attendant doesn't actually have the chance to issue the ticket correctly, im not sure if he managed to take a photo before I returned

No, you ar not safe, yet. They can just post this to you or say they did stick it onto the screen. If they say that you drove off, IIRC they must send you what is called a reg 10 ticket which serves as both pcn and nto and you lose the informal appeal. When you get the ticket copy both sides of it and post on pepipoo.com. You will need to remove identifying marks and host the pics on tinypic to enable you to post on there. See the stickies for how to post pics etc.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

He is simply doing the job he gets paid for...your Council Tax pays for him ..so would you rather he stood doing nothing for the money YOU pay him ???
At the end of the day you have a right of appeal but it IS a DYL , so you know you can't park there not even for "five minutes"..0 -
Sigh, another traffic warden loving jobs-worth, or are you Sirdans lover!!...I realise you probably don't drive so have no idea what so ever..and as for your comment about no excuse for leaving it on a double yellow I beg to differ..but like I said in the reply to the first idiot, go tell it to someone who gives a dam, and as for your weird fetish about getting off over parking attendants, I hear there are specialist web sites for you, so go waste your time looking at them...you seriously need help!!
So go on then why did you HAVE to park where you did ?..if you post it up you will likely get good advice on whether or not this would help your appeal...
Your only justification in the original post was that it was only 5 minutes ..that isn't going to win an appeal IMO.0 -
Neo123, here's a couple of tips: if you ask for advice on a public forum it's probably a good idea not to include insulting remarks in your post and second, to wait for the advice before continuing to make insulting remarks. You may find that people respond to you far better.0

I sincerely hope that you will not berate anyone on pepipoo as you have Sirdan or your stay will not be long. He is no more a warden lover than any of the others on here but you will not find anyone of the normal posters calling the wardens names. My original question was, is a parking ticket valid if it hasn't been placed on a wind screen, that's the only advice I was after...I wasn't looking to receive ! ! !lectures from traffic warden loving, never put a foot wrong members of the public, in how wrong it is to park on double yellows...I've wasted enough time expressing my views to you two, I don't see why I should have to explain my reasons.
I apologise to all bar stewards if i insulted you by referring to you as traffic wardens!
Dear oh dear ....
1) I do not pass any judgement on you for parking where you did for 5 mins.
2) I do not pass judgement on you for appealing.
3) The TW does not know why you did what you did..his job is to issue PCNs to drivers who it appears have committed a contravention.
4) By simply doing his job it is my opinion that offensive name calling is unwarranted and it certainly was not needed in order to ask for advice.
5) Another opinion which you no doubt don't give a damn about is that people doing their jobs don't deserve abuse just because you don't like the rules they are enforcing....Would you call a Police Officer a bar steward if he nicked you for an arrestable offence just because you thought it was "no big deal" or "shouldn't be illegal" ???
(It appears to me that you probably would )
6) As PTP has said if you want advice then just stick to the facts and leave your feelings elsewhere.
7) I love the way you avoided the question about your compelling reason for parking on the DYL ..let's hope you are a little more forthright when appealing ..good luck with that BTW ..you deserve the right result !0 -

The [STRIKE]"bar steward"[/STRIKE] CEO would have taken notes, he would not be a mind reader, he would not know the reason you stopped/parked on a double yellow line, So he issues the ticket. When you receive the ticket/NTO you then have the opportunity to give your reason as to why you had no option but to stop/park on a double yellow line.
When the PCN/NTO arrives post it on Pepipoo. However I would not call CEO's or disrespect other posters who don't agree with you when you do.0 -
As a traffic warden myself, I am often subject to such abuse and always note it down. In the few times the tickets I've given to such individuals has actually gone to arbitration, the abuse always goes in my favour.
You parked on a DYL and tried to cheat your way out of it. This will only make my colleague more determined to make sure you get fined.One important thing to remember is that when you get to the end of this sentence, you'll realise it's just my sig.0
